Questions Addressing the Implementing of the National Insurance Scheme in Qatar

SCHMore questions are appearing after the recent announcement by ’s Supreme Council of Health () that the first phase of the national would be accomplished next year. The SCH officials said that during that period most of the details of the proposed scheme will be worked out. It’s expected that the scheme will cover all the nationals and expatriates including visitors to the country as well as those working in the unorganized sectors like domestic helps. Although, it’s not obvious yet who would pay the premium on behalf of the nationals and expatriate workers.

Despite the scheme will involve healthcare providers in the public and private sectors, there are related questions about whether the healthcare system in the country is equipped to implement an insurance scheme covering all segments of the population and whether the country has sufficient number of hospitals and clinics in both the private and public sectors. Several expatriate workers insist to know whether the scheme would affect their salaries and if they would have access to all the services provided under the system. Another question rises that if the insurance scheme would cover only common flu, cough and cold or it will include even major surgeries.

Abdul Wahid Al Moulawi, a member of the national committee for the health insurance project told Al Sharq “Until now there is no comprehensive insurance scheme in the country that covers both nationals and expatriates. The government is running against time to implement such a system to promote the healthcare sector”. He added that accomplishing comprehensive health insurance scheme represented a big project demanding a proper health infrastructure, legal framework and a database on all the population in Qatar, including visitors.
