<p>For the 4th year running, <strong><a href="http://blog.ictforhealth.com/tag/philips-avent/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Philips AVENT">Philips AVENT</a></strong>, in corporation with Al Qadi Pharmacy &amp; Est., will host a breastfeeding and early child nutrition forum for both mums, ‘mums-to-be’ and healthcare professionals in the <strong><a href="http://blog.ictforhealth.com/tag/uae/" class="st_tag internal_tag" rel="tag" title="Posts tagged with UAE">UAE</a></strong>. The conferences will take place in both Abu Dhabi at the Beach Rotana Hotel on 28th May 2012 and in <strong><a href="http://blog.ictforhealth.com/tag/dubai/" class="st_tag internal_tag" rel="tag" title="Posts tagged with dubai">Dubai</a></strong> at its new venue at the Habtoor Grand Hotel on the 30th May 2012.</p>
<p>“The common <strong>misconceptions</strong> about infant vaccinations tend to relate to autism, neuromuscular disease and cognitive disorders,” says Dr. <strong>Wail A. Hayajneh</strong>, who is the Chairman and Associate Professor of Pediatric Infectious Diseases at the Jordan University of Science and Technology in Irbid, and a speaker at the Breastfeeding &amp; Child Nutrition conference. “It is important for parents to have a choice when it comes to immunization for their child, but with guidance and awareness.”</p>
<p>Globalization is likely to affect many aspects of public health, one of which is vaccine-preventable communicable diseases. The same applies for children born and reared in the <strong>UAE</strong>. According to Dr. <strong>Wail</strong>, some vaccines are traditionally meant for certain areas or certain groups. He says that while this is still valid, globalization has brought people closer to each other, and this has added pressure on pharmaceuticals to come up with solutions (vaccines) that meet the needs of all children. Globalization has also improved life expectancies and induced new needs which bring in the issue of adolescents and adults vaccination.</p>
<p>“For parents living in the <strong>UAE</strong>, when choosing the right vaccine for your child, factors such as age, geography, demographics, individual issues … all play roles here,” adds Dr. <strong>Wail</strong>.</p>

<p>During the morning session, mums and ‘mums-to-be’ will be participating in breastfeeding and weaning educational classes. New for this year will be a ‘Meet the Midwife’ initiative where mums and ‘mums-to-be’ will be able to have one-on-one conversations with midwives about any concerns they may have with regards to breastfeeding or child nutrition.</p>
<p>The session for mums and ‘mothers to be’ will start at 8.30am with morning coffee and a complimentary refreshment break will be hosted by <strong>Philips AVENT</strong> mid-morning. There will also be a crèche and a private breast feeding area.</p>
<p>The afternoon session is aimed at Healthcare Professionals and will start at 1pm with coffee and refreshments followed by presentations on the latest research and developments in breastfeeding and nutrition from across the world.</p>

<p>HE Engineer <strong>Zaid Daoud Al Siksek</strong>, CEO, Health Authority – Abu Dhabi (HAAD) welcomed up to 600 delegates to the HIMSS Middle East Conference 2012 event by emphasizing the irrefutably vital role technology plays in modern healthcare.</p>
<p>HE <strong>Siksek</strong> stated that there is no doubt that <strong>e-Health</strong> is the emerging practice in public health and information technology at the heart of day-to-day business, but recommended from a regulator’s perspective that the industry change with technological advances. “Over the last ten years technology has improved patient safety through, housing information, allowing access to information, acquiring information, monitoring information and supporting the prevention of errors,” he said.</p>
<p>However, agreeing that technology has advanced significantly over the last decade especially with mobile technology, HE <strong>Siksek</strong> reconfirmed that regulators globally had a common problem, not losing sight of the three critical issues &#8211; access, cost and quality. “Healthcare stakeholders should adopt a role to ensure information technology drives improved quality, access and affordability in healthcare,” he added.</p>
<p>HE <strong>Siksek</strong> also put forward his recommendations moving forward, highlighting key elements such as research and education, leadership, transparency, realism and levels of governance that enable innovation rather than stifle it. However, HE <strong>Siksek</strong> had one clear piece of advice regarding the issue of ‘Big Data’ the huge amounts of information already collected and stored.</p>
<p>“Make sure your analytical capability is as good as the information technology itself, because there’s no point otherwise if you can’t make sense of it or deliver change based upon it,” he added. The two-day conference, which is taking place at the Rocco Forte Hotel Abu Dhabi on 20-21 May 2012, focuses on integrating healthcare information systems and technology for medical service solutions, under the theme of health IT leadership.</p>
<p>Following HE <strong>Siksek</strong> on the podium was Dr. <strong>Mohammed R Al Yemeni</strong>, Deputy Minister for Planning and Health Economics at the Saudi Ministry of Health, reminded delegates of the major challenges faced by the Saudi healthcare system. “The Saudi Ministry of Health manages approximately 2.27 million square metres of space, over 150 cities and 2,000 villages. 43% of the population are under 15 years of age, the population is 27 million and growing and the number of births annually exceeds 500,000,” he said.</p>
<p>In a clear reference to adapting, adopting and managing the right information technology, Dr. <strong>Yemeni</strong> said, “We have made steady progress and we have learnt from our experiences, both good and bad, which we are happy to share with our industry colleagues here,” he added.</p>
<p>Highlighting the progress being made by local and regional hospitals, four hospitals were honoured for achieving Stage 6 on the <a href="http://blog.ictforhealth.com/tag/emr-adoption-model/" class="st_tag internal_tag" rel="tag" title="Posts tagged with EMR Adoption Model">EMR Adoption Model</a> (EMRAM). The four healthcare providers were, King Faisal Specialist Hospital (KFSH) in Riyadh and Jeddah, University Hospital Sharjah and Corniche Hospital in Al Ain.</p>

<p>The HIMSS Middle East Conference 2012 opened on Sunday 20 May with HE Engineer <strong>Zaid Daoud Al Siksek</strong>, CEO, Health Authority – <strong>Abu Dhabi</strong> (HAAD) set to welcome delegates to the event by emphasizing the irrefutably vital role information technology plays in modern healthcare practice. HE <strong>Al Siksek</strong> will outline the seismic impact IT has had in transforming the Middle East’s healthcare systems from long waiting times to instant doctor feedback via e-portals.</p>
<p>The two-day conference, which takes place at the Rocco Forte Hotel Abu Dhabi on 20-21 May 2012, focuses on integrating healthcare information systems and technology for medical service solutions. In fact the manifestation of various health information technology (HIT) initiatives in the field has prompted prominent healthcare experts to advocate<strong> <a href="http://blog.ictforhealth.com/tag/e-health/" class="st_tag internal_tag" rel="tag" title="Posts tagged with E-health">e-Health</a></strong> as the way forward for the sector.</p>
<p>And in the plenary address, <strong>Khalid Majid Ahmad Lootah</strong>, Advisor to UAE Minister of Health for Strategy and Information Technology, UAE Ministry of Health, will examine the driving factors, advantages, constraints and environmental factors which shape the HIT sector.</p>
<p>“The <strong>MoH</strong> has sponsored an <strong>e-Health</strong> strategy for the <strong>UAE</strong> which will enable them to deliver efficient, world-class healthcare accessible to all people through a mixture of private and public channels,” <strong>Lootah</strong> explained prior to the event. The undoubted benefits of a paperless network of healthcare records through HIT initiatives such as clinical coding to both the environment and returns of investment (ROI) are also on the agenda throughout <a href="http://blog.ictforhealth.com/tag/himss-2012/" class="st_tag internal_tag" rel="tag" title="Posts tagged with HIMSS 2012">HIMSS 2012</a>.</p>
<p>In fact, according to <strong>HIMSS</strong> an increasing number of hospitals in the <strong>UAE</strong> and the wider Gulf region are now actively adopting Electronic Medical Record (EMR) technology – a fully implemented paperless medical record system – as they look to improve patient safety, quality and efficiency, as well as save on their costs. <strong>John Hoyt</strong>, Executive Vice President, Organizational Services, HIMMS Analytics <a href="http://blog.ictforhealth.com/tag/usa/" class="st_tag internal_tag" rel="tag" title="Posts tagged with USA">USA</a>, said: “A case study in 2010, showed that six hospitals in the United States saved a total of US$48.5 million per annum by adopting EMR techology.</p>
<p>“If a similar performance was achieved in the <strong>UAE</strong>, it would result in a total saving of at least US$640 million for the more-than-eighty federal, local government and private hospitals.” Other key topics to be laid out on the proverbial surgeons table by world-renowned healthcare experts and examined at the conference this year include the future of health insurance in the Gulf Cooperation Council (<a href="http://blog.ictforhealth.com/tag/gcc/" class="st_tag internal_tag" rel="tag" title="Posts tagged with GCC">GCC</a>); improving clinical and financial outcomes; ROI in clinical settings; the National Health Service (NHS) private cloud infrastructure project; and new hospital construction from an IT perspective.</p>
<p>Furthermore, a strong delegation of prominent Saudi Arabian Ministry of Health (<strong>MOH</strong>) representatives at this year’s event, is headed by <strong>Mohammed R Al Yemeni</strong>, PhD, Deputy Minister for Planning &amp; Health Economics, will deliver an opening address to conference attendees.</p>
<p>Dr. <strong>Al Yemeni</strong> will discuss the strategic direction and plans for the Saudi national healthcare system and<strong> e-Health</strong> program, which, primarily in terms of business goals and requirements, falls into four main categories including care for patients; clinician quality; performance management; and transforming the governance and accountability of healthcare.</p>
<p>Meanwhile, during the Leadership Summit on day one, speakers from the <strong>UAE</strong>, the Kingdom of Saudi Arabia, Oman and Italy will address the common factors impacting the role of Chief Investment Officers (CIO) on the enterprise level as well as the interoperability and implementation of HIT to counteract mass-scale pandemic outbreaks.</p>

<p><a href="http://blog.ictforhealth.com/tag/johannesburg/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Johannesburg">Johannesburg</a>, South Africa: The <strong>Africa Health Exhibition and Congress</strong> <strong>2012</strong>, which recently concluded at the Expo Centre in Nasrec, was hailed as a catalyst for much-needed healthcare changes in the region by conference delegates, exhibitors and visitors alike. The event, which took place in <strong>Johannesburg</strong>, SA, between 9 and 11 May 2012, featured 12 CPD accredited clinical and non-clinical conferences that ranged from imaging, radiology, medical laboratory through to mobile health, quality standards and infectious disease all presented by local and international speakers.</p>
<p>The Pan-African Healthcare Management conference as well as the First ever <strong>Private Practice Indaba</strong>, which was hosted by both the South African Medical Association (SAMA) and Africa Health, closed off conference proceedings with fascinating discussions about the challenges in the African healthcare system such as Public Private Partnerships (PPP), the role and importance of technology in healthcare, the challenges of Introducing a National Health Insurance (<strong><a href="http://blog.ictforhealth.com/tag/nhi/" class="st_tag internal_tag" rel="tag" title="Posts tagged with NHI">NHI</a></strong>) model in <strong>South Africa</strong> and how the introduction of <strong>NHI</strong> will affect private practice.</p>
<p>Speaking during the <strong>Private Practice Indaba</strong>, <strong>Kenneth Seymens</strong>, Managing Partner at Medica IQ in the <a href="http://blog.ictforhealth.com/tag/usa/" class="st_tag internal_tag" rel="tag" title="Posts tagged with USA">USA</a> said; “<strong>NHI</strong> is an excellent vehicle for the development of healthcare in <strong>South Africa</strong>. The model has been adopted with excellent results in countries like the US and the UK. Healthcare professionals need to embrace the changes the <strong>NHI</strong> will bring.”</p>
<p>The <strong>NHI</strong> will offer all South Africans and legal residents access to a defined package of comprehensive health services. Although the <strong>NHI</strong> service package will not include anything and everything, it will offer care at all levels, from primary healthcare, to specialized secondary care, and highly specialized tertiary and quaternary levels of care. <strong>NHI</strong> has not been formally introduced in South Africa; however, the government launched a pilot program which commenced at the beginning of April 2012 in Pretoria.</p>
<p>Medical Practitioners, Pharmacists, Nurses, Laboratory Technicians and healthcare buyers who attended the 2nd annual Africa Health were impressed by what was on offer.</p>
<p>“As a doctor in private practice I am thrilled to have been part of this event. I especially enjoyed the live product demonstrations. Not only do you get to see the product but you get to interact with it and test it yourself. It’s important that we as healthcare professionals are constantly updating the technologies we work with to maximize on our offerings. Our patients rely on us to give them the best and Africa Health allows that to happen without us having to leave the country,” said Dr. <strong>Mokhele</strong>, a Pretoria based General Practitioner. “The wealth of knowledge I acquired by attending the conferences is incomparable. The presentations were excellent and thoroughly researched. The speakers were superb and I’m already looking forward to next years’ event.”</p>
<p>The 2012 edition of <strong>Africa Health Exhibition and Congress</strong> attracted more exhibitors than the inaugural event which took place in 2011 at the same venue. This year there was 6000 square meters of exhibition space with over 400 local and international exhibitors including Fujifilm, Karl Storz, Maquet, Siemens etc. and 17 country pavilions including representatives from Germany, China, India, UK, Thailand and Italy.</p>
<p><strong>Cicelia Viljoen</strong>, Cardiovascular Product Specialist at Terumo said, “We’re delighted to have had the opportunity to showcase our range of new equipment especially the Kymerax Precision-Drive Articulating Surgical System at Africa Health. This revolutionary piece of equipment will allow surgeons to conduct surgical procedures such as Laparoscopies in a non-invasive manner. According to <strong>Peggy Schlie</strong>, Marketing Manager and Modality Manager for Respiratory Care at Draeger: “Africa Health was great; we loved being able to meet with doctors and healthcare buyers face-to-face, it was amazing to say the least. We will definitely be exhibiting next year and we look forward to an even bigger event.”</p>

<p>Dubai, <a href="http://blog.ictforhealth.com/tag/uae/" class="st_tag internal_tag" rel="tag" title="Posts tagged with UAE">UAE</a>: The way the healthcare industry accounts for its rising costs is a topic that has received much interest on a global scale. The <strong><a href="http://blog.ictforhealth.com/tag/usa/" class="st_tag internal_tag" rel="tag" title="Posts tagged with USA">USA</a></strong> today spends 17-19% of its GDP on healthcare while most countries in the OECD spend 8-9% and the <strong>GCC</strong> spend 3-4%. In the <strong>US</strong>, the government sponsored Medicaid and Medicare payment systems are projected to bankrupt the <strong>US</strong> fiscal system within the next 25-30 years. As the world population swells to just over seven billion, emerging economies along the Silk Road and the aging economies of the Old World alike are facing the similar challenges of treating more people, for more diseases, with dwindling resources.</p>
<p>Dr. <strong>Mussaad Al-Razouki</strong>, CEO at Kleos Healthcare Corporation in Kuwait, will take part in a plenary session to discuss how higher healthcare costs in the Middle East will affect patient visits to clinics at the upcoming Leaders in Health Conference in <strong>Dubai</strong>. This topic will be discussed as part of a wider conference program taking place during the 4th Hospital Build &amp; Infrastructure Middle East Exhibition &amp; Congress from 4-6 June 2012.</p>
<p>According to Dr. <strong>Al-Razouki</strong>, “As Middle East governments pursue ways in which to increase the welfare and citizen’s access to enhanced quality of life measures, increased spending on healthcare is a top priority. The Kuwaiti Ministry of Health recently announced a record budget of US$4 bn for FY 2012-13, which represents a 100% increase from the US$2 bn budget of FY 2007-8 five years ago; this spending accounts for over 80% of the healthcare spending in the country. In Saudi Arabia, the <strong>GCC</strong>’s largest health care market, the total Saudi healthcare budget (including government and private investment) comes to about US$21.3 bn for the FY 2012-13. In 2007, McKinsey and Co. calculated the <strong>GCC</strong>&#8216;s expenditure on healthcare to reach a total of $60 billion by 2025; this, however, seems a great underestimation looking at how both the Kuwaiti and Saudi healthcare budgets are increasing.”</p>
<p>Indeed, <strong>GCC</strong> governments continue to build costly cathedrals of care such as the island hospital of Cleveland Clinic <a href="http://blog.ictforhealth.com/tag/abu-dhabi/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Abu Dhabi">Abu Dhabi</a> and the Sidra Medical Research Center in Qatar. While tertiary centers of excellence with a focus on research are greatly needed in the Middle East, a strong focus also needs to be placed on prevention that reduces the need for hefty investments in healthcare infrastructure. Another large proponent of these exponential MoH budget increases is the increasing dependency on overseas healthcare spending by <strong>GCC</strong> governments.</p>
<p>“In fact, the generosity of most <strong>GCC</strong> government’s extends beyond the healthcare of their citizens. Using Kuwait again as example, expatriates are only required to pay a very low yearly assurance premium of US$70 to 180 which pales in comparison to the US$1000-1200 annual cost of their care to the Government of Kuwait. Similar examples can be seen across the <strong>GCC</strong>, where both nationals and expatriates enjoy significantly subsidized specialty care,” says Dr. <strong>Al-Razouki.</strong></p>
<p>Dr. <strong>Al-Razouki</strong> attributed the underlying issue behind these increase in healthcare costs to the unhealthy lifestyle most people in the Middle East choose to live. He also emphasizes the link between obesity and diabetes type II as it is estimated that these chronically ill diabetes type II patients are four times more likely to be hospitalized, a further cost burden on <strong>GCC</strong> health budgets.</p>
<p>However, there are reassuring programs across the <strong>GCC</strong> to help reduce healthcare costs. Certain clinical centers of excellence in Saudi Arabia are piloting an interesting initiative whereby physicians are actually made aware of the costs of procedures and prescriptions before prescribing their treatment to their patients through a computerized physician order entry (CPOE) system that prints out the associated cost of the procedure or prescription.</p>

<p>Dr. <strong>Khaldoon Walid Nabhan</strong> from the Legal Affairs Department of the Dubai Health Authority (<strong><a href="http://blog.ictforhealth.com/tag/dha/" class="st_tag internal_tag" rel="tag" title="Posts tagged with DHA">DHA</a></strong>), <strong>UAE</strong>, will discuss Medical Errors &amp; Liability Law in the <strong>UAE</strong> at the upcoming Surgery Management Conference in <strong>Dubai</strong>. This topic will be discussed as part of a wider conference program taking place during the 4th Hospital Build &amp; Infrastructure Middle East Exhibition &amp; Congress from 4-6 June 2012.</p>
<p>According to Dr. <strong>Nabhan</strong>, “Medical responsibility is influenced by the scientific progress, but it is also significantly influenced by sociological and psychological factors that often are more difficult to analyze. While medical staff and physicians are the ones likely to be held liable when it comes to faulty medical action, it is the patient themselves who could incur physical, financial or moral damage as a result of a medical mistake.  For example, the damage could be the result of incorrect indications given by a pharmacist regarding the use of a drug, or that the damage is incurred by the patient themselves through the non-commitment or non implementation of the correct medical indications.”</p>
<p>The last few years have seen massive investment and expansion in the healthcare industry in the <strong>UAE</strong>, as is evident from the construction and licensing of various specialized hospitals, clinics, universities and especially the free zones.  This growth has been characterized by the increased role of international healthcare service providers, with the result that increased numbers of international insurers and re-insurers are being exposed to medical malpractice risks in the <strong>UAE</strong>.</p>
<p>“Medical responsibility in the <strong>UAE</strong> was formerly defined and governed according to Law 7 of 1975 for the practice of medical professions, which had been a part of civil law,” says Dr. <strong>Nabhan</strong>. “The passing of Law 10 of 2008, namely the &#8220;Law on Medical Responsibility in <strong>UAE</strong> Nr (10) of 2008 &#8220;, created a new framework to deal with this issue.  One of its provisions required medical practitioners to hold insurance policies, so that insurance companies pays damages to the plaintiff (patient) is injured as a result of a physicians&#8217; negligence.  A basic knowledge of the law is required to avoid pitfalls and to safeguard oneself against errors arising from ignorance of the duties and rights of the professional person.”</p>
<p>The Medical Liability Law in the <strong>UAE</strong> sets out principles to assist in determining whether a practitioner’s conduct amounts to malpractice, negligence or paying insufficient effort creates a framework for medical regulations.</p>
<p>“Should the criminal liability on the part of the physician be established, appropriate punishment should be inflicted,” says Dr. <strong>Nabhan</strong>. “The new Medical Liability Law imposes several penalties including imprisonment for periods ranging from three months to 10 years and fines ranging from 100,000 to 500,000 dirhams.
