<p>HE Engineer <strong>Zaid Daoud Al Siksek</strong>, CEO, Health Authority – Abu Dhabi (HAAD) welcomed up to 600 delegates to the HIMSS Middle East Conference 2012 event by emphasizing the irrefutably vital role technology plays in modern healthcare.</p>
<p>HE <strong>Siksek</strong> stated that there is no doubt that <strong>e-Health</strong> is the emerging practice in public health and information technology at the heart of day-to-day business, but recommended from a regulator’s perspective that the industry change with technological advances. “Over the last ten years technology has improved patient safety through, housing information, allowing access to information, acquiring information, monitoring information and supporting the prevention of errors,” he said.</p>
<p>However, agreeing that technology has advanced significantly over the last decade especially with mobile technology, HE <strong>Siksek</strong> reconfirmed that regulators globally had a common problem, not losing sight of the three critical issues &#8211; access, cost and quality. “Healthcare stakeholders should adopt a role to ensure information technology drives improved quality, access and affordability in healthcare,” he added.</p>
<p>HE <strong>Siksek</strong> also put forward his recommendations moving forward, highlighting key elements such as research and education, leadership, transparency, realism and levels of governance that enable innovation rather than stifle it. However, HE <strong>Siksek</strong> had one clear piece of advice regarding the issue of ‘Big Data’ the huge amounts of information already collected and stored.</p>
<p>“Make sure your analytical capability is as good as the information technology itself, because there’s no point otherwise if you can’t make sense of it or deliver change based upon it,” he added. The two-day conference, which is taking place at the Rocco Forte Hotel Abu Dhabi on 20-21 May 2012, focuses on integrating healthcare information systems and technology for medical service solutions, under the theme of health IT leadership.</p>
<p>Following HE <strong>Siksek</strong> on the podium was Dr. <strong>Mohammed R Al Yemeni</strong>, Deputy Minister for Planning and Health Economics at the Saudi Ministry of Health, reminded delegates of the major challenges faced by the Saudi healthcare system. “The Saudi Ministry of Health manages approximately 2.27 million square metres of space, over 150 cities and 2,000 villages. 43% of the population are under 15 years of age, the population is 27 million and growing and the number of births annually exceeds 500,000,” he said.</p>
<p>In a clear reference to adapting, adopting and managing the right information technology, Dr. <strong>Yemeni</strong> said, “We have made steady progress and we have learnt from our experiences, both good and bad, which we are happy to share with our industry colleagues here,” he added.</p>
<p>Highlighting the progress being made by local and regional hospitals, four hospitals were honoured for achieving Stage 6 on the <a href="http://blog.ictforhealth.com/tag/emr/" class="st_tag internal_tag" rel="tag" title="Posts tagged with EMR">EMR</a> Adoption Model (<a href="http://blog.ictforhealth.com/tag/emram/" class="st_tag internal_tag" rel="tag" title="Posts tagged with EMRAM">EMRAM</a>). The four healthcare providers were, King Faisal Specialist Hospital (KFSH) in Riyadh and Jeddah, University Hospital Sharjah and Corniche Hospital in Al Ain.</p>
<p>“Major regional healthcare providers are now committed to EMRAM, and the enormous benefits it brings to healthcare quality and patient safety,” said <strong>John Hoyt</strong>, Executive VP, Organizational Services, HIMSS Analytics USA. Elsewhere on the conference agenda for Day 2 (Monday 21 May) Ross Gardiner, Corporate Program Manager, Business Applications, Information and Technology Services, SEHA <strong>UAE</strong> will be giving a providers perspective on transforming revenue cycle management in<strong> Abu Dhabi</strong>.</p>

<p>“The <strong>MoH</strong> has sponsored an <strong>e-Health</strong> strategy for the <strong>UAE</strong> which will enable them to deliver efficient, world-class healthcare accessible to all people through a mixture of private and public channels,” <strong>Lootah</strong> explained prior to the event. The undoubted benefits of a paperless network of healthcare records through HIT initiatives such as clinical coding to both the environment and returns of investment (ROI) are also on the agenda throughout <a href="http://blog.ictforhealth.com/tag/himss-2012/" class="st_tag internal_tag" rel="tag" title="Posts tagged with HIMSS 2012">HIMSS 2012</a>.</p>

<p>“If a similar performance was achieved in the <strong>UAE</strong>, it would result in a total saving of at least US$640 million for the more-than-eighty federal, local government and private hospitals.” Other key topics to be laid out on the proverbial surgeons table by world-renowned healthcare experts and examined at the conference this year include the future of health insurance in the Gulf Cooperation Council (GCC); improving clinical and financial outcomes; ROI in clinical settings; the National Health Service (NHS) private cloud infrastructure project; and new hospital construction from an IT perspective.</p>

<p><strong>Philips AVENT</strong> are conducting two forums, one in <strong>Abu Dhabi</strong> at the Beach Rotana Hotel on 28th May 2012 and one in <strong>Dubai</strong> at its new venue at the Habtoor Grand Hotel on the 30th May 2012.</p>
<p>During the morning session, mums and ‘mums-to-be’ will be participating in <strong>breastfeeding</strong> and weaning educational classes. These classes will be run by a midwife educator and experts in the fields of Paediatrics, Infantology and nutrition, and will help mothers to overcome any challenges or fears they may have with regards to <strong>breastfeeding</strong> and weaning. New for this year will be a ‘Meet the Midwife’ initiative where mums and ‘mums-to-be’ will be able to have one-on-one conversations with midwives about any concerns they may have with regards to <strong>breastfeeding</strong> or child nutrition.</p>
<p>“My advice to new mothers is that they should breastfeed because they believe in the benefits and want to, not because society says they should. Learning to understand your baby is the key to success in <strong>breastfeeding</strong> and watching them for signs of contentment, will let you know how well you are doing,” says <strong>Cecile de Scally</strong>, who is a Midwife Educator with more than 15 years experience in antenatal and postnatal support and education, and longstanding speaker at the Philips AVENT conference.</p>
<p>The session for mums and ‘mothers to be’ will start at 8.30am with morning coffee and a complimentary refreshment break will be hosted by <strong>Philips AVENT</strong> mid-morning. There will also be a crèche and a private <strong>breastfeeding</strong> area.</p>
<p>The afternoon session is CME accredited for Healthcare Professionals and will start at 1pm with coffee and refreshments followed by presentations on the latest research and developments in <strong>breastfeeding</strong> and nutrition from across the world.</p>
<p>The chair of the afternoon session will be Dr. <strong>Mohamad Miqdady</strong> who is the Director of Nutrition Services at the Sheikh Khalifa Medical City in <strong>Abu Dhabi</strong>.  Also speaking will be Dr. <strong>Wail A. Hayajneh</strong> who is the Chairman and Associate Professor of Pediatric Infectious Diseases at the Jordan University of Science and Technology in Irbid, Jordan. Dr. <strong>Hayajneh</strong> has been published extensively in peer-reviewed journals, including recent papers in BMC Research Notes, the Journal of Medical Virology, Journal of Pediatric Gastroenterology and Nutrition and Vaccine.</p>
<p>Topics to be discussed include the role of micro-nutrients, the role of globalization and vaccines, as well as a panel session where the audience can ask questions with regards to infant nutrition and local <strong>breastfeeding</strong> practices.</p>

<p><strong>John P. Hoyt</strong>, Executive Vice President, Organisational Services, HIMMS Analytics USA, who will present global case histories and data on the financial and clinical return on investments of healthcare IT systems at the two-day conference, commented “A case study in 2010, showed that six hospitals in the United States saved a total of US$48.5 million per annum by adopting <strong><a href="http://blog.ictforhealth.com/tag/emr/" class="st_tag internal_tag" rel="tag" title="Posts tagged with EMR">EMR</a></strong> techology. If a similar performance was achieved in the <strong>UAE</strong>, it would result in a total saving of at least US$640 million for the more-than-eighty federal, local government and private hospitals,” said <strong>Hoyt</strong>.</p>
<p>According to <strong>HIMSS</strong> an increasing number of hospitals in the <strong>UAE</strong> and the wider Gulf region are now actively adopting Electronic Medical Record (<strong>EMR</strong>) technology, a fully implemented paperless medical record system, as they look to improve patient safety, quality and efficiency, as well as save on their costs.</p>
<p>Effective <strong>EMR</strong> systems benefit hospitals with staff exceeding 150,000 down to the single physician family practice. No matter what scale of healthcare organization, <strong>EMR</strong> increases efficiency and reduces operating costs.</p>
<p>To assess the <strong>EMR</strong> technology, <strong>HIMSS</strong> Analytics developed the Electronic Medical Record Adoption Model (<strong><a href="http://blog.ictforhealth.com/tag/emram/" class="st_tag internal_tag" rel="tag" title="Posts tagged with EMRAM">EMRAM</a></strong>) in 2005 as a methodology for evaluating the progress and impact of electronic medical record systems for hospitals in the <strong>HIMSS</strong> Analytics Database.</p>
<p>The <strong>EMRAM</strong> system uses a eight stage assessment (0-7) that measures the extent of <strong>EMR</strong> technology adoption in hospitals with 7 representing an advanced electronic patient environment.</p>
<p>King Faisal Specialist Hospital &amp; Research Center (KFSH&amp;RC) in Riyadh and Jeddah, Saudi Arabia, will be honored this year with their Stage 6 award on <strong>EMRAM</strong>, the first hospital in the Middle East to achieve global recognition for its healthcare information technology.</p>
<p>“Putting this achievement into perspective, as of Q4 2011, just 5.2% of more than 5,300 hospitals in the United States tracked by <strong>HIMSS</strong> Analytics had reached Stage 6 on its <strong>EMRAM</strong>,” said <strong>Hoyt</strong>.</p>
<p>Key speakers at this year’s <strong>HIMSS</strong> Middle East conference include H.E. Eng. <strong>Zaid Daoud Al Siksek</strong>, CEO, Health Authority Abu Dhabi who will deliver the opening address at the conference and Dr. <strong>Mohammed R Al Yemeni</strong>, Advisor to the Minister of Health and Supervisor of ICT, Ministry of Health, Riyadh, Saudi Arabia, who will outline the Kingdom’s healthcare information technology program.</p>

<p><strong><a href="http://blog.ictforhealth.com/tag/dubai/" class="st_tag internal_tag" rel="tag" title="Posts tagged with dubai">Dubai</a>, <a href="http://blog.ictforhealth.com/tag/uae/" class="st_tag internal_tag" rel="tag" title="Posts tagged with UAE">UAE</a></strong>: A recent report published by the United Nations stated that “increasing women’s access to quality <strong><a href="http://blog.ictforhealth.com/tag/midwifery/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Midwifery">midwifery</a></strong> services has become a focus of global efforts to realize the right of every woman to the best possible healthcare during pregnancy and childbirth.”  According to experts at the <strong><a href="http://blog.ictforhealth.com/tag/midwifery-conference/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Midwifery Conference">Midwifery Conference</a></strong>, set to take place on the 2-3 April 2012 at the Obs-Gyne Exhibition &amp; Congress in <strong>Dubai</strong>, the main challenge for the <strong>UAE</strong> is the lack of a standardized model of <strong>midwifery</strong> which means that there are very different <strong>midwifery</strong> practices across the <strong>UAE</strong>. Ahead of the International Women’s Day on 8 March, the issue of maternal health is more important than ever.</p>
<p>For the second year, by combining the Arab Association of Obstetrics and Gynaecology Societies’ (AAOGS) annual meeting with the Obs-Gyne Congress, the largest ever gathering of obstetricians and gynaecologists the Middle East Region will take place from 1-3 April 2012 at the Dubai International Convention &amp; Exhibition Center, drawing more than 100 regional and international speakers from around the world.</p>
<p>The <strong>Midwifery Conference</strong> will be chaired by Dr. <strong>Grace Edwards</strong>, Assistant Director of Nursing and Clinical Programmes Manager at the Corniche Hospital in <strong><a href="http://blog.ictforhealth.com/tag/abu-dhabi/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Abu Dhabi">Abu Dhabi</a></strong>. As a member of the steering group for Regulation &amp; Licensing at the newly established Nursing and Midwifery Council (NMC), Dr. <strong>Edwards</strong> explains the importance of the existence of a Council for the Midwifery community in the <strong>UAE</strong>.</p>
<p>“The NMC is pulling together key leaders from all the Emirates to agree to a standard approach to regulations, licensing, education and scopes of practice within <strong>Midwifery</strong>. This is a major breakthrough for setting standards,” she says. “There is also a recently formed Midwives section of the Emirate Nurses Association which was accepted as a full member of the International Confederation of Midwives Council in Durban in 2011. As elected Vice President of the section, I am very proud of this achievement for the <strong>UAE</strong>.”</p>
<p>A recent Cochrane research review (the world wide gold standard for systematic reviews) demonstrated many benefits of <strong>midwifery</strong> care compared to medical care. The main benefits were a reduction in the use of regional analgesia, fewer episiotomies, fewer instrumental births, women feeling in more control during labour, more spontaneous vaginal births and better rates of breast feeding.</p>
<p>“Despite this, there is a worldwide shortage of midwives,” says Dr. <strong>Edwards</strong>. “The WHO estimates that an additional 350,000 midwives are needed to care for all pregnant women.  This shortage is also evident in <strong>Abu Dhabi</strong>, where all midwives are actively recruited from abroad.” Over 40 exhibiting companies from 10 countries will be present at the Informa Exhibitions organised event, which showcases healthcare technology and innovation from across the obs-gyne medical sector.  Top exhibiting companies include industry giants such GlaxoSmithKline, Buyer Healthcare, National Reference Laboratory and Ethicon Gynecare.</p>

The Abu Dhabi Cleveland Clinic, one of the most prominent projects was approved which will focus on providing care in the fields of neurology, ophthalmology, and gastrointestinology. In the end of 2013, the 364-bed hospital will be launched offering patients the required medical treatment instead of travelling abroad.</p>
<p>The latest statistics of Haad showed that 33 hospitals and 674 centers and clinics are currently present across <strong><a href="http://blog.ictforhealth.com/tag/uae/" class="st_tag internal_tag" rel="tag" title="Posts tagged with UAE">UAE</a></strong>. Also six special needs centers will be built including autism centers in the capital as well as in Al Ain. <strong>Waseem Fathallah</strong>, pediatric neurologist and consultant at the capital’s Mafraq Hospital said “There has long been a demand for more such facilities, especially as autistic children fare better if they receive specialized care as soon as possible”.</p>

The same holds true for the railroad industry,&#8221; stated Professor <strong>Nikolas Matthes</strong>, vice-president for Research and Development at Press Ganey Associates, US. He added &#8220;Healthcare is not only hazardous but (errors) happen a lot of time. The risk of something happening is more common&#8221;. During the third Annual <a href="http://blog.ictforhealth.com/tag/seha/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Seha">SEHA</a> Research Conference in the Capital, <strong>Matthes</strong> noted that medical error is the fifth leading cause of death in the US.</p>
<p>He stressed on the importance of providing advanced healthcare through assessing the structure (geographical location, doctors), clinical process (how care is organized) and outcomes (result of treatment), performance measurement, patient experience and the efficiency of care. He said &#8220;We are so caught in our day to day operations and challenges, and it is really hard to reflect about the way we provide our care and the way that we analyze data. What I hope you would do in the next two days is think hard how data can inform quality, introspection and comparison that can lead to better provision of healthcare&#8221;. The Abu Dhabi Health Services Company (<strong>SEHA</strong>) managed the two day conference which was attended by more than 600 delegates from the <strong><a href="http://blog.ictforhealth.com/tag/uae/" class="st_tag internal_tag" rel="tag" title="Posts tagged with UAE">UAE</a></strong> and other countries.</p>
